Human rights guardians file a complaint to the Special Rapporteur for extrajudicial killings using thermobaric weapons on 17 December 2017 in Khan Shekhun On December 17, 2017 dozens of Syrian innocent civilians, including women and children, were killed by a Syrian air strike in partnership with Russian air force on Khan Sheikun, northwest of Idlib province. Human rights guardians on behalf of a number of victims complained to the Special Rapporteur on extrajudicial killings and to the Commission of Inquiry of the Syrian Arab Republic. In the wake of the raids and the alerts of the observatories, all the families close to Abu Hikmat al-Sarmani’s house and about 25 people hid in the basement of this house. Most of them were Women and children from one family. The Syrian and Russian forces did not deny the raid, but their media reported that the aircrafts had targeted terrorists in Khan-Sheikhan in Idlib and killed many of them. A civilian defense official said that “the dead were six women and four children, mostly from one family,” adding that “the number of dead is likely to rise, as there are critical cases among the injured.” He also pointed out that “the bombing was with weapons containing internationally banned Napalm, and led to fires in civilian homes and property. The following civilians were killed Fatima Al-Qatini 43 years old ,Shahd 15-year-old, Fatima Sarmani 25 years old, and a young woman Walaa Sarmani 27 years and Tala najem 4 years. Sulaiman Issa, Executive Director of Human Rights Guardains, said it is a shame for the Syrian government to continue to use prohibited and incendiary weapons against innocent civilians. The above-mentioned deaths resulting from the attack were the result of violations by the Syrian authorities of their obligations under the rules of customary international humanitarian law, which prohibits indiscriminate attacks against civilians and the resulting unnecessary suffering It is just another example of horrific stereotypical violations. “The killings caused by incendiary weapons can amount to a war crime and a crime against humanity.
